Futsal Tournament Rules
1. FIFA rules governing five-a-side soccer shall be in effect unless noted here.
2. The field will be rectangular. When the ball goes over the sidelines, the game will be restarted with a kick-in (which is indirect). When the ball goes over the end-line, the game will be restarted with a goal or corner kick as appropriate. The penalty areas will be trapezoidal, 4 yards in radius. The team listed first on the schedule kicks off and defends the end of the gym where people enter.
3. We will use a low-bounce futsal ball, approximately size 3.
4. Each team has five players on the field at one time. One of them must be designated the goalkeeper. Substitution is unlimited; the player leaving the field must be completely off the field before his substitute may enter. Entry and exit of the field may only occur directly in front of a team’s bench.
Players may not play for more than one team in the tournament without specific permission of the tournament director. A forfeit will be awarded against any team violating this rule.
5. Shinguards and flat-soled, non-marking shoes are required. All teams must have matching shirts. If there is a color conflict, the team listed first on the tournament schedule must change. All teams must bring alternate jerseys.
6. All games will be 18 minutes long, running time, no half-time. In the event of a tie in the semi-finals or final, the winner will be determined by the taking of penalty kicks. Each team will have three kicks. If the score remains tied after that, the kicks will continue one at a time, sudden death, until there is a winner. Teams must use 7 shooters before a player can shoot for a second time.
7. All fouls committed outside the penalty area result in an indirect kick. Serious fouls (i.e. the ones that usually merit a direct kick) in the penalty area will result in a penalty kick. Penalty kicks will be taken from a spot 6 yards from the end line. If a player is issued a yellow card, he must leave the field immediately and stay out for two minutes. His team will play short-handed until the two minutes are over or the other team scores a goal. Any player accumulating two yellow cards during the tournament must sit out his team’s next game. Any player receiving a red card will sit out the remainder of that game and his team’s next game. The team whose player is red-carded will play one man short for the remainder of the game. Any player receiving two red cards in the tournament will be ejected from the tournament. Coaches are on their honor to adhere to these rules.
There is no slide tackling. Players may not leave their feet in an attempt to win the ball. Goalkeepers may play the ball outside the penalty area, but they also may not leave their feet (i.e. dive for a save or to stop a breakaway) unless they are inside their own penalty area.
8. On free kicks and kicks-in, the defending team must be 10 feet from the ball when the kick is taken. On goal kicks, the defending team must be outside the penalty area. Any indirect kick given to the attacking team in their opponent’s penalty area shall be taken from the point on the penalty area line nearest the foul.
9. Goal kicks and keeper distributions must hit a player or the floor before crossing the midfield line. The opposing team receives an indirect kick on the center spot for violation of this rule. There is no offside.
10. Time wasting will not be permitted. If, in the referee’s opinion, a team is wasting time, he has the authority to award an indirect kick to the other team.
11. We will determine group winners as follows: A team receives 3 points for a win, 1 point for a tie in which goals are scored, and 0 points for a goal-less draw or a loss. Group winners (and wild-cards) will be the team with the greatest number of points. In the event of a two-way tie, we will use the following criteria: 1: head-to-head winner. 2: goal differential. 3: most goals scored. 4: coin toss. In the event of a three-way tie, head-to-head is discarded unless one team has beaten the other two. We will use the remaining tie-breakers above. In a three-way tie, once one team is eliminated, the tie breakers restart at #1.
